No, it is not an editorial mistake. The [technical reports](http://unicode.org/reports/) published by Unicode may be designated as one of the following [types](http://unicode.org/reports/about-reports.html#types): - a Unicode Standard Annex (UAX), - a Unicode Technical Standard (UTS), or - a Unicode Technical Report (UTR). While a UTS like _Unicode IDNA Compatibility Processing_ (UTS #46) is a normative standard, a UTR like _Unicode Security Considerations_ (UTR #36) is just a piece of informative material. -- You are receiving this because you are subscribed to this thread.
