As I understand it that would depend on whether or not the ServiceWorker was within the manifest's defined scope.

My point is that app manifest, as a format for defining app meta-data, should stop there. Instead it specifies a bunch of installation logic and a unique path-based scoping mechanism that means re-using app manifest for anything else is impossible.
