Re: [whatwg/encoding] Remove the last 14 characters PUA of GB18030-2005 (#27)

Will you add something like a line of "note" to the [description for gb18030](https://encoding.spec.whatwg.org/#gb18030) in the spec mentioning this issue? PUA really brings a lot of issues to users as using them without a common agreement is like inventing a nationwide Unicode dialect.
