Re: [whatwg/fetch] Convert to bikeshed (#398)

re addition of references, that was unavoidable since bikeshed doesn't support having one reference name matching several specs (afaict).

The BodyInit;typedef thing is because bikeshed seems to skip a line return in the pre, will investigate.
