Re: [whatwg/xhr] Wrong state after abort() (#88)

I tend to think the specification makes more sense here given that invoking `open()` during or before `abort()` doesn't result in a broken state. @wisniewskit @tyoshino are you open to changing Firefox and Chrome here?
