[whatwg/streams] "non-negative" (#585)

Standard text uses both "nonnegative" (twice) and "non-negative" (twice). We should pick one.

The capitalisation of abstract operations like IsFiniteNonNegativeNumber implies that "non" and "negative" are considered as separate words, so I prefer "non-negative".
