Re: [whatwg/dom] Provide greater visibility of `implements` relationships? (#249)

With Bikeshed support, we can be reasonably comprehensive. I gather enough information to reconstruct IDL blocks from scratch, I think; if I don't, I'm close, and should be able to go all the way.

Even if I don't fiddle with the normal IDL blocks in a spec, I can generate an exhaustive IDL index covering all the specs that Bikeshed knows about, merging partial interfaces and grouping `implements` statements under the appropriate interface.
