I see. I am not sure we have any developers requesting such tag names in XML documents, so I guess we cannot satisfy the developer request while also satisfying your constraint that the first character be allowed to be non-[A-Za-z]. If you are not willing to give up on that constraint then I guess we do indeed need to fall back to ASCII lowercase only.
