Right. The way I see it, it would be confusing to allow non-ASCII letters in non-first letters because if I'm told that I can use non-ASCII letters in my tag name, I sure expect be able to use it everywhere not just but-first letters. Like security we can't guarantee, a feature that doesn't meet author expectation from get go like this is rather harmful in my opinion.
