[w3c/pointerlock] PointerLock and Shadow DOM (#3)

As discussed in https://github.com/w3c/webcomponents/issues/192,
Pointer Lock spec needs to incorporate Shadow DOM-aware changes.

See the discussion there.  This is only for tracking the spec change to Pointer Lock specification.
