[w3c/manifest] https://w3c.github.io/manifest/ redirects to http://manifest.sysapps.org/ (#469)

In order for other specs (https://github.com/whatwg/mediasession/pull/129) to link to the most up-to-date version of this spec, it would be good if manifest.sysapps.org were on HTTPS. Also update link to https://w3c.github.io/manifest/ in the repo description.
