Re: [slightlyoff/ServiceWorker] CORS pre-flight for foreign fetch (#880)

@wanderview I was thinking the foreign fetch registration would have things similar to what preflights take care of. E.g., whether you handle headers outside the "no-cors" range, methods, etc.
