Re: [w3c/DOM-Parsing] innerHTML needs special case for <template> (#1)

I think merging this PR into DOM parsing as an improvement as is since that would at least document the status quo that `innerHTML` is special.  If people are interested in also changing the behavior of `insertAdjacentHTML` for `template` element, then we should probably track that in a separate issue.
