[w3c/DOM-Parsing] Step 4 of createContextualFragment is not enough (#15)

The intent of step 4 of [`createContextualFragment`](https://w3c.github.io/DOM-Parsing/#extensions-to-the-range-interface) is to allow scripts to be executed when inserted in a document, after they have been created by that `Range` method.
