Re: [webcomponents] Need "slotting changed" event (#288)

FYI. I've made a proof of concept for a `slotchange` event in Blink.

It's still premature and I'm still wondering how to define this event precisely, e.g. the timing of the event dispatching, the number of events dispatching and so on. However, I think it is doable at some level to support this event.

If there is an early adapter, please play with this and give us early feedback. I'll try to write a spec later if I can feel it's ready.
