[whatwg/streams] Start work on polyfill? (#630)

Hey all, I have been using the reference implementation as a polyfill for using in a toy demo for a while now. Recently that [polyfill](https://github.com/creatorrr/web-streams-polyfill) has started getting some attention.

So now that parts of the spec are stable, I was wondering if it's a good time to start working on a separate polyfill (or maybe a fork of the ref implementation)?
