I am not convinced that the ::caret pseudo is the right approach. There are a few things you may want to tweak about the caret, but I don't think most existing CSS properties make sense to apply to it, nor that most of the things you'd want to do to the caret can be expressed in terms of existing CSS properties. I do think we should be able to control the caret more than we currently can, and as the editor of [css-ui level 4](https://drafts.csswg.org/css-ui-4/) I'm interested in pursuing various extensions. At this stage, the most useful for me would be to get information about use cases.
