[w3c/uievents] definition for "dispatch" shouldn't be in the UI events spec (#106)

@annevk makes an argument that terms such as "dispatch" should not be redefined but instead one should link to the DOM Living standard. In the Input Events spec the wording only appears in a bit of text which may need to go into the UI Events spec entirely.
