[w3c/uievents] When beforeinput/input events are fired seems "strange" (#105)

This issue was filed with the input events spec, but given that the order of events is defined here, at least when it involved keyboards, this should possibly be dealt with here instead. At least it seems like the text mentioned in the bug report should not be in both specs, especially not with different wordings.
