Thanks, I agree that's clearer.

The one thing I did like about not having a default (and the main reason I didn't push back on removing the default in the first place) is that it provides a more obvious path towards possibly having an 'auto' behavior for `passive` that tries to be smart.  I'd appreciate any feedback you guys have about this idea [here](https://github.com/WICG/interventions/issues/18).
