Re: [w3c/touch-events] Specify what browsers do on non-touch devices (#64)

What do browsers do with other events that are conditional on hardware? For example, `deviceproximity` from [Proximity](https://w3c.github.io/proximity/) or `levelchange` from [Battery Status](https://www.w3.org/TR/battery-status/) which the user agent may know about but the hardware doesn't support?
