[w3c/editing] beforeinput: cE shouldn't fire `beforeinput` for caret movement (#123)

According to #73 caret movement intention should be moved to `beforeselectionchange`, but [cE spec](http://w3c.github.io/editing/contentEditable.html#caret_movement) is still saying:
> Intentions of the user to move the caret trigger `beforeinput` events.
