Re: [w3c/webcomponents] defined promise (#427)

So, this is pretty easy to add spec-wise. What is the implementer interest? @rniwa seemed vaguely supportive in https://github.com/w3c/webcomponents/issues/427#issuecomment-194658888. @annevk, could you ask Gecko folks? @esprehn @kojiishi, any thoughts from Blink? @travisleithead, any thoughts from Edge?
