And this is the problem. If you look at the examples from https://github.com/w3c/manifest/issues/9#issuecomment-105282660, most of those do have some animated aspect to them... e.g., twitter's "bounce zoom in", or LinkedIn's "exciting" slide down to reveal, and other fancy fades and transitions... it's all part of the UX the web would be denying users and developers by using a screenshot solution.
