Pretty sure we're talking about different things. As far as i can tell, you're talking about an HTML splash screen when the app launches, which doesn't need anything from the manifest, as it's just the app. I'm talking about a special HTML resource, specified in the manifest, which the browser uses to generate bitmap splashscreens at the point of "install".
