WRT - "IDEA: Allow Sites to Signal That They Are Upgradeable Resources" -- that isn't about this spec, and is a separate discussion, so it should be pulled out. I've had other discussions with folks (e.g., Brad Hill and Eric Rescorla) that seemed to indicate that this was something that needs separate discussion in WebAppSec, so it seems premature to have the TAG put its thumb on the scales here yet. Also, The comment there says "I..." -- whose voice is that? Yan or Mike?
