Re: [streams] Byte stream update, including reference implementation (#361)

Very exciting! First pass review done. The respond(bytesRead, view) signature is a bit strange, but maybe fine. And we still need to figure out the whole transfer and detaching story. But we can do that later.

The tests are really great. Amazing to see this in action, actually working.
