Allow me to confirm, so are you trying to eliminate all the cases UA sets the selection, and thus this doesn't need to be defined? I'm not sure if that strategy works. UA devs need to implement something anyway, and I think not defining leads to non-interoperable behaviour somewhere.

What about JS sets the selection? Should it select?

When tabbing, IIUC user-select affects elements' focusability. Isn't it need to be defined?
