Re: [fullscreen] Inconsistency of condition between entering fullscreen and exiting fullscreen (#6)

I guess what we probably can do is to move the blocking document concept from the HTML spec to top layer, so that the top element in the top layer stack always blocks the document.

BTW, as the top layer interacts with both rendering and the object model, I guess it proably should live in its own spec instead of being a chapter of the Fullscreen API spec.
