Re: [fullscreen] Inconsistency of condition between entering fullscreen and exiting fullscreen (#6)

It seems like even if fullscreen is careful to not interact badly with `<dialog>`, if the reverse case isn't handled by the HTML spec, then the end result is going to look rather arbitrary. (I think it's likely that whatever we now come up with will be the final state, nobody will come along and clean up the edge cases later.)
