Re: [editing-explainer] Should execCommand be spec'd to do nothing in cE=typing? (#33)

I continue to like @fredck's option 3. 

@NorbertLindenberg- if a browser wants to throw warnings in dev tools, that seems fine, but I don't think we need to spec it.
