Re: [manifest] Add support for disabling pull-to-refresh (#398)

OK, what if it were generalized to be something like "overscroll-action: none"? Disallowing other potentially disruptive behaviors like gesture swipe navigation?

@mounirlamouri we'd also like to use the attribute as a hint in the non-installed case.
