Re: [spec-reviews] CSSOM View document.scrollingElement (#51)

I've talked with the Closure developer for this today.  He is [unwilling to use the iframe measurement hack as it's too expensive](https://github.com/google/closure-library/issues/455).  I.e. scrollingElement or something like it appears to be necessary to get most Google properties updated.
