Domenic, please take a look at the current (now believed to be correct) implementation of the scrollingElement polyfill: https://github.com/mathiasbynens/document.scrollingElement/blob/master/scrollingelement.js.

Hopefully the complexity / subtlety here helps justify why it'll be a tough sell to get frameworks/apps to fix their bug by replacing a 1-line UA check with this 100-line polyfill.
