[ime-api] Broken fragments in Annex.html (#2)

During the preparation of the IME spec for publication as a Technical Report, the W3C's link checker [lc] reported the Annex.html file has some broken fragment errors. If it is still useful for the IME spec to directly reference Annex.html, those fragment errors should be fixed. On the other hand, if Annex.html is no longer needed, its reference should be removed.
