Re: [ServiceWorker] HEAD request on Cache API should not return response with body (#655)

@jungkees it seems reasonable for Fetch to handle the `respondWith()` case. I wonder if we need to update the `Response` constructor as well to disallow body when the status code is one of those listed by @wanderview.
