Re: [push-api] Technique to Detect Endpoint Prior to register() (#95)

I think nicer syntax would be `PushManager.proprietaryService` using the global interface object. No need to first register a SW that way.

I've tried to express my reluctance to making this concept part of the API. In the past, the Mozilla folks had some pretty strong opinions on this: @sicking @martinthomson @nikhilm
