Well this is different to cross-browser differences since its really the push services.

@mvano are you thinking that platforms may offer more than one push service which the user can then select?

Essentially, the developer has to offer the push functionality and then inform the user it's not supported - which looks pretty poor to the user since it would require a permission dialog, which now falls into limbo as to whether it's still granted or not.

I suppose that user agent sniffing is a possibility but that feels pretty hacky and error prone.
