[Bug 23853] Please clarify the interpretation of the WebIDL undefined Date in the File constructor

Gecko implements it, with the spec's current semantics (which means in Gecko
file.lastModifiedDate == file.lastModifiedDate tests false, funtimes).

But I would be quite happy dropping this from Gecko if we possibly can. 
Because again, the semantics are not good.
