Currently the specification for Web IDL Extended Attributes limits one to using
an argument list.  For certain work I am doing, it would be very beneficial to
have the ability to also provide one or more constants.

Consider an extended attribute such as :

[RangeLimit(1,421428)] 

Or 

[CrossReference("2a666F")]
