[Bug 23946] Lift the ban on query parts in “blob:” URIs

What bugs me most here is the difference to the data: URI scheme (which is, by
the way, under-speced in this context). I'd love to see both schemes at par
concerning queries and fragments, since the circumstances of their appearances
(especially dynamic creation / manipulation in JS) are often somewhat similar.
