I'd note that URLs are not only in the DOM, but also in the stylesheet.

Although I agree that "less magical" is desirable, we need provide some help to 
developers, as something like Adam suggested.

In general, the browser needs to provide some way to enumerate URLs 
or hook URL resolution so that developers can resolve URLs in less error prone
ways.
Otherwise, apps will easily break each time the platform introduces new URL
attribute.
