I now think using <base> element is not desirable because we're introducing a
new element to achieve what should be basic, standard behavior.

Conceptually, we could resolve this problem if elements were able to maintain a
 persistent connection to the import document's url so that they could resolve
url's against it. One way to achieve this would be to give elements a
`baseDocument` pointer which would be set by imports and used to resolve urls.
