In secdtion 5:
> downloading the resource has failed
It links "downloading resources" section in HTML standard [1], 
which seems wrong. The section is about downloading things like PDF files 
for "later use". not for import or any other page inclusions.
HTML Imports defines its own way for loading.
So we can clarify the "failure" there and use the definition in this part.
