I tested the key behavior more.

First, an IME mode is also a keyboard layout on Mac. I.e., open/close IME is
actually switching between ASCII capable keyboard layout and a keyboard layout
with IME.

Then, the Eisu key switches the keyboard layout to the latest selected ASCII
capable keyboard layout. So, "SelectASCIICapableKeyboardLayout"?

We should think this with bug 21140?
