It might be surprising for developers to have such side effect to out-of-document elements, but I agree that it results better invariant as Raphael pointed. For cross document (custom) element adoption, we need to align HTML Imports definition where external custom elements and many <template>s are defined. And taking A, this can be discussed in perfectly orthogonal way.
