(Also should be noted for posterity: there was some pushback in
https://bugzilla.mozilla.org/show_bug.cgi?id=799937 asking for why Gecko should
bother changing its behavior and risking compat when we could just change the
spec instead.  Implementers come before specification authors in priority of
constituencies, so . . .)
