The note right at the beginning of section 2.1 says so. So this is in fact an interoperability concern, if not now then the moment someone reuses this interface for something. Please define the behavior of this interface for all possible valid input. Other than this issue, I'm satisfied with the responses to my concerns about this section. Thanks again! -Boris
