Interop Report: First draft of Section 3.3 (Architectural Considerations)

Dear all,

We now have a first draft of Section 3.3 — Architectural Considerations:

This draft aims to capture most of the points discussed during our past regular meetings and the hybrid meeting in Bologna.

A couple of TODOs remain in addition to consolidation, but the PR is now open for feedback:

This was perhaps the most abstract section of the whole report — many thanks to everyone who joined the discussions and provided with input.
