This is a request for review for High Resolution Time 2:

High Resolution Time Level 2 replaces the first version of High
Resolution Time and includes:
Defines a precise definition of time origin for the purpose of all
performance timeline related specifications;
Defines performance.timeOrigin attribute that provides the global
time of the zero time of time origin;
The base definition for the Performance interface, previously
specified in [PERFORMANCE-TIMELINE], is now moved to this specification
and now includes support for the Performance.now method in Web Workers
[WORKERS];
The security section was substantially revised to mitigate threats, to
revise the clock resolution and drift (see also
https://github.com/w3c/hr-time/issues/56).
Please let us know if you have new concerns following those changes
before the end of January.
